Please consider trying the following steps.
【Steps to try】
1. Right-click on the Steam application icon in the taskbar or task tray and open 'Settings'.
2. Make sure the 'Cloud' tab and ensure "Enable Steam Cloud synchronization for applications that support it" is checked.
3. Move all save data from your PC's local folder to another location, leaving the folder empty.
4. Launch the game from the Steam application and check if the save data has been restored.
